The Weapon X Program or Arkham Asylum
Which is a bigger waste of taxpayer money?
On one hand, we have the super duper secret Weapon X program, funded by Canada's own Department K, a dark collection of facilities and scientists hellbent on turning mutants into superweapons.
On the other hand, we have Arkham Asylum, superprison to Gotham's craziest, most violent, and most superpowered villains, a "Mental Institution" designed to help "rehabilitate" these people back into productive members of society.
And objectively, from a local or federal standpoint, two of the most ineffective, expensive, dangerous boondoggles in fictional government history.
