So you dress up as an anarchist complete with (un-deployed) face mask and then childishly bait the police. The police officer firmly tells you to stop. Firmly. He did not yell, swear, or become physically aggressive. He was firm.
Oh no! Her feelings were hurt! How awful! Someone call someone!!! Call the CHRC - they take hurt feelings seriously!
As far as what happened between the end of the bubbles and the arrest - who knows? I have not seen video. Have you?

I have no idea what happened between the bubbles and the arrest, hence my giving the officer the benefit of the doubt regarding the legality of his actions.
What I haven't found is a section of the criminal code concerning assault with bubbles. Have you?

As the officer took the time to explain, detergent (soap bubbles) could end up in someone's eye. Harmless? Probably. However, I challenge you to stand still and smile when someone performs some irritating and probably harmless action simply in an attempt to provoke you. Especially when your job requires your full concentration.
She was not 'just innocently blowing bubbles like a 6 year old child'. She is an adult and was purposely trying to provoke the police with her actions. So she got her feelings hurt - boo hoo!
What the officer does not know, is a) this is just some dumb twit who is having a little attention getting thrill by provoking authority, or b) is she try to distract them for a reason. (ie as the vanguard for more mask wearing idiots)
The police were running a security operation, not a day care.
