TSA is mandating that every individual flying into the U.S. from anywhere in the world traveling from or through nations that are state sponsors of terrorism or other countries of interest will be required to go through enhanced screening," a statement read. A senior official identifies the relevant "countries of interest": Afghanistan, Algeria, Iraq, Lebanon, Libya, Nigeria, Pakistan, Saudi Arabia, Somalia, or Yemen, or one of the following countries designated as a state sponsor of terrorism: Cuba, Iran, Sudan, and Syria.

But more than one-third of all terrorist plots since 9/11 transpired in 2009 — despite loud chest-thumping about rejecting the idea of a war on terror, reaching out to the Muslim world, and apologizing for purported American sins. A non-impoverished Major Hasan or Mr. Mutallab (or Mr. Atta or KSM) does not fit with the notion that our enemies act out of poverty or oppression or want.
