I am tempted to offer a biological explanation. Over generations, a culture of rape produces men with small penises as female choice in selection of mates is discounted as an adaptive consideration.

And then there is my psychoanalytic musing to the effect that such a rape-cult cannot stand phallic competition - nor, indeed, comparison - on any scale. These are men who know - quite literally - they could never conceive, finance, engineer nor construct an erection that big.

Now you just need to dress it up in a fancy title ("Effects of natural selection on Central and Southwest Asian peoples mtDNA and penile morphology, 500-2009 CE"), and you're all set for a government study grant.
